Edo State doesn't have a Shoprite at this age?

14th November 2013, with much pomps and peagenatries. Edo state Governor, Comrade Adams Oshiomhole, commissioned a  N7.4 billion ($45 million) in a foundation laying stone

for an  ultra-modern Shopping Mall in Benin with an assurance that government will continue to create conducive atmosphere for businesses to thrive in the State, and a promise to invest in infrastructure and  urban renewal programme  to make Edo State attractive to investors from within and outside the state and create employment for youths in the state..Up till this day the supposed site for the shoprite has been the same way it is, what's wrong?
